Home-Start has been active in Norway since 1995, beginning in Trondheim. The Norwegian government funded a National office in 2000, now employing 4 staff and one part-time project position. Norway has 47 schemes with 64 coordinators, and in 2025, 762 volunteers supported 1068 families and 2451 children. Despite Norway’s strong welfare system, Home-Start provides additional support and is well-integrated into local communities and government plans for children’s health. Most schemes are operated by municipalities or organizations like the Salvation Army. New schemes require approval from the national office and must employ at least one coordinator in a 50% role.
